Ladies and Gentlemen,

The International Institute of Refrigeration (IIR) is an independent intergovernmental science and technology based organization which promotes knowledge of refrigeration and associated technologies that improve quality of life in a cost-effective and environmentally sustainable manner including:

-          Food quality and safety from farm to consumer
-          Comfort in homes and commercial buildings
-          Health products and services
-          Low temperature technology and liquefied gas technology
-          Energy efficiency
-          Use of non-ozone depleting and low global warming refrigerants in a
            safe manner.

In this perspective, better refrigerant containment is essential. The issue of emissions of fluorinated refrigerants, a type of greenhouse gas, is central to the discussions, draft decisions and successful outcome of United-Nations negotiations on the ozone layer and climate change. Several countries or regions, such as the European Union, have committed or will commit to reducing refrigerant emissions, specifically through better containment.

I therefore invite you to read this informatory note, which provides clarification on the issue, its implications and suggests recommendations to authorities and companies.
